These discussions are happening everywhere—from university campuses to social media groups. But beyond the slogans and protests, what are the specific points being raised?
As a platform dedicated to the engineering community, our goal is to foster understanding. This post will neutrally present the 3-point demands of BSc engineers and the 7-point demands of Diploma engineers. Read through them, and then make your voice heard in our community survey at the end.
The 3-Point Demands of BSc Engineers
The core focus of the BSc engineers’ demands revolves around entry-level positions, job competition, and the exclusivity of the “Engineer” title.
প্রকৌশলীদের ৩ দফা দাবিগুলো হলোঃ
১. ৯ম গ্রেড (সহকারী প্রকৌশলী বা সমমান পদ) – এই পদে প্রবেশের জন্য সবাইকে সমানভাবে নিয়োগ পরীক্ষায় অংশগ্রহণ করতে হবে এবং ন্যূনতম শিক্ষাগত যোগ্যতা বিএসসি ইঞ্জিনিয়ারিং ডিগ্রি হতে হবে। কোনোভাবেই কোটার মাধ্যমে পদোন্নতি নয়, এমনকি অন্য নামে সমমান পদ তৈরি করেও পদোন্নতি দেওয়া যাবে না।
English Translation (Point 1): 9th Grade (Assistant Engineer or equivalent): Entry into this position must be through open competitive exams for all, with the minimum educational qualification being a BSc in Engineering. Promotion through any quota system is unacceptable, including creating equivalent posts under different names for promotion.
২. ১০ম গ্রেড (উপসহকারী প্রকৌশলী বা সমমান পদ) – ডিপ্লোমাদের জন্য বরাদ্দকৃত ১০০% কোটা বাতিল করতে হবে। এই পদে ন্যূনতম যোগ্যতা হবে ডিপ্লোমা ইন ইঞ্জিনিয়ারিং, তবে উচ্চতর যোগ্যতাসম্পন্ন বিএসসি বা এমএসসি ডিগ্রিধারীরাও আবেদন করতে পারবে।
English Translation (Point 2): 10th Grade (Sub-Assistant Engineer or equivalent): The 100% quota allocated for Diploma engineers must be abolished. The minimum qualification for this post should be a Diploma in Engineering, but those with higher qualifications (BSc or MSc) must also be allowed to apply.
৩. “ইঞ্জিনিয়ার” পদবীর ব্যবহার – শুধুমাত্র বিএসসি ইঞ্জিনিয়ারিং ডিগ্রিধারী প্রকৌশলীরাই নামের পাশে “ইঞ্জিনিয়ার” পদবী ব্যবহার করতে পারবেন। অন্য কেউ এই পদবী ব্যবহার করলে তার বিরুদ্ধে কঠোর আইনানুগ ব্যবস্থা গ্রহণ করতে হবে।
English Translation (Point 3): Use of the “Engineer” Title: Only those holding a BSc in Engineering degree shall be legally entitled to use the title “Engineer” (প্রকৌশলী) with their name. Strict legal action must be taken against anyone else using this title.
The 7-Point Demands of Diploma Engineers
The demands from Diploma engineers focus on job security, career progression based on historical precedents, educational reforms, and a structured engineering workforce.
ডিপ্লোমা ইঞ্জিনিয়ারদের সাত দফা দাবিগুলো হলো:
১. ডিপ্লোমা ইঞ্জিনিয়ারদের জন্য সংরক্ষিত উপ-সহকারী প্রকৌশলী বা সমমান পদ সংরক্ষণ।
English Translation (Point 1): Reservation of the Sub-Assistant Engineer or equivalent posts for Diploma engineers.
২. ১৯৭৮ সালের সরকারি প্রজ্ঞাপনের আলোকে উপ-সহকারী প্রকৌশলী বা সমমান পদ থেকে সহকারী প্রকৌশলী পদে পদোন্নতি ৫০ শতাংশে উন্নীত করা।
English Translation (Point 2): In light of the 1978 government gazette, the promotion quota from Sub-Assistant Engineer to Assistant Engineer posts should be increased to 50%.
৩. প্রকৌশল কর্মক্ষেত্র ফিল্ড ও ডেস্ক ইঞ্জিনিয়ারিংয়ে বিভাজনপূর্বক ফিল্ড ইঞ্জিনিয়ারিংয়ে ডিপ্লোমা ইঞ্জিনিয়ার ও ডেস্ক ইঞ্জিনিয়ারিংয়ে বিএসসি ইঞ্জিনিয়ারদের নিযুক্তকরণ।
English Translation (Point 3): Bifurcation of the engineering workplace into “Field Engineering” and “Desk Engineering,” appointing Diploma engineers to field roles and BSc engineers to desk roles.
৪. জাতীয় মেধার অপচয় রোধে প্রকৌশলীদের পেশা পরিবর্তন বন্ধ।
English Translation (Point 4): To prevent national brain drain, engineers should be restricted from changing their profession.
৫. আন্তর্জাতিক ইঞ্জিনিয়ারিং টিম কনসেপ্ট অনুযায়ী ১:৫ অনুপাতে সব প্রকৌশল সংস্থার জনবল কাঠামো প্রণয়ন।
English Translation (Point 5): Formulate the manpower structure in all engineering organizations according to the international engineering team concept of a 1:5 ratio (BSc to Diploma engineers).
৬. ডিপ্লোমা ইন ইঞ্জিনিয়ারিং শিক্ষাক্রমের কারিকুলাম ইংরেজি ভার্সনে আধুনিকায়ন, সব পলিটেকনিক ও মনোটেকনিক ইনস্টিটিউট, টিএসসিতে ১:১২ অনুপাতে শিক্ষক শিক্ষার্থী বিবেচনায় শিক্ষক স্বল্পতা দূরীকরণ।
English Translation (Point 6): Modernize the Diploma in Engineering curriculum into an English version and resolve the teacher shortage in all Polytechnic, Monotechnic, and TSC institutes by ensuring a 1:12 teacher-student ratio.
৭. পলিটেকনিক শিক্ষার্থীদের মেধাবৃত্তির পরিমাণ বৃদ্ধি এবং সব প্রকৌশল ও প্রযুক্তি বিশ্ববিদ্যালয় ও ইঞ্জিনিয়ারিং কলেজে ডিপ্লোমা ইঞ্জিনিয়ারিং সনদধারীদের ক্রেডিট ট্রান্সফারের মাধ্যমে উচ্চশিক্ষা গ্রহণের সুযোগ সৃষ্টি করা।
English Translation (Point 7): Increase the stipend amount for Polytechnic students and create opportunities for higher education through a credit transfer system for Diploma certificate holders in all engineering & technology universities and colleges.
